Governments have plans for invasions of countries that they will never conceivably invade, surely it isn't that far fetched to think that they have a plan for 'this is what we will do if a friendly government comes to power in Ukraine (or X Eastern European country)'? Surely a lot of the conditions of an IMF loan are just a repeat of previous conditions?

Having hypothetical plans drawn up for 'what ifs' is a little different to what I read from #2269.
