That was offered to Yanukovich, he turned it down in favour of Putin's deal.

His motivation being easy to discern - Putin's Russia is more corrupt (but probably only slightly) than the EU, and robber-barons more acceptable there. An attachment to the EU might have shown Yanukovich up for the kleptocrat that he is.
