On December 8, the IMF’s Chief Spokesman Gerry Rice sent a note saying:
“The IMF’s Executive Board met today and agreed to change the current policy on non-toleration of arrears to official creditors. We will provide details on the scope and rationale for this policy change in the next day or so.”

In the end, the IMF simply lent Ukraine the money.
Ukraine will not repay a $3bn debt owed to Russia by this weekend, claiming Russia has refused to accept repayment terms already offered to other international creditors.
The moratorium means that Ukraine is likely to default on the debt, which is due on Sunday.
In addition, repayment of $507m of Ukrainian commercial debt held by Russian banks will also be halted.
Ukraine is urging the west not to lose focus on Russia’s aggression in the east of the country as Moscow styles itself as an ally in the war against Isis.

The project could rob Kiev of €2bn of annual gas transit fees, which are vital to the country’s fragile economy.
Failure to go ahead with the Nord Stream gas pipeline expansion to double gas shipment from Russia's Baltic coast to Germany, bypassing Ukraine, would be "a shot in the foot," Russian Economy Minister Alexei Ulyukayev said on Monday.
"Failing to implement it now would be a shot in one's foot from the side of whoever would want to do it," Ulyukayev told a briefing in Brussels.
"This is about Europe's energy balance, safeguarding security of supplies, these are most important questions."
While there are signs the two sides are willing to reach an out-of-court settlement, a legal battle in the U.K., either through the court system or arbitration, is a growing possibility. Just hours after the moratorium was imposed, Russian Deputy Finance Minister Sergey Storchak reiterated that Moscow will sue, saying Ukraine has "no chance of winning this case." Prime Minister Dmitry Medvedev on Monday ordered the government to prepare a lawsuit.

Russia has to pursue legal action against Ukraine in the U.K. because the bond was structured under English Law. President Vladimir Putin bought the debt in December 2013 to bail out his former Ukrainian counterpart and ally, Viktor Yanukovych, just months before he was toppled and Russia annexed Crimea. The notes were priced to yield 5 percent, less than half the rate on Ukrainian notes at the time.
Taking the case to the court system means that details will be heard in public. Under the bond documents, Russia also had the option to take the dispute to the London Court of International Arbitration, where proceedings would have been held behind closed doors.
