I doubt it's possible - the whole system is currently geared to moving schools out of LA control and there seems to be no way to move them back again (without the trust going bankrupt or similar).for the better?

Apparently Gove is going to be the 'face' of the Conservative Party in the run-up to the election. He's the most hated politician in Britain. That'll go well.
