It's a piss take how they assume that EVERYONE watches TV though. As I've said a few times on here, was sharing a flat with a mate once and he went out and bought a telly for his xbox. And they take your details down in the shops nowadays. A week or two later and the snotty letters start to arrive. My mate was pretty incensed and so phoned them up and gave some shit back over the phone. I think at first they tried to argue that you had to pay the license if you had the equipment to receive a signal, regardless of whether you did or not. My mate stood his ground and stated he was using it as a monitor for a games console, which he was. So they sent someone out to check who, upon arrival, steadfastly refused to cross the threshold to come and check. 
No idea why. I kind of figured that he thought we were a couple or something and we might try and bum him if he came in. Or he didn't give a shit about his job. Who knows.
