I think there are lots of reasons for not directly linking to particular sites. Stuff gets removed or rewritten so archiving it preserves what you're referring to. If you know other urbanites are hostile to a particular site then archiving or screencapping avoids the thread becoming about the fact the link has been made rather than about the content of what is linked to. In the case of x-tweets people boycotting the site are able to see the content if it's screencapped, or even better if the text of the x-tweet is just copied and pasted. And if that's "too much trouble" then it might be worth considering whether it is important enough to share.
But I'm not convinced by the idea that not linking to some ill-defined list of sites can be the basis of some kind of community building, beyond the basic expectation of having a reasonable regard for other urbanites.
Very very occasionally I get the impression that some people are looking for a "haven in a heartless world" and the objection to some links is actually about the unpleasant reality of what's being discussed intruding in to that. Well if people want that sort of space there's no reason they can't set up political 'Sofa' threads with ground rules about content and behaviour. But it's clearly not going to work in P&P threads as they are.
