Basics of the state policy in regards of nuclear deterrence.

I. General provisions.

1. Following Basics are document of the strategic planning of the defense and relay an official position on the nature of nuclear deterrence, define military threats and dangers for neutralization of which nuclear deterrence is used, as well as principles of nuclear deterrence and conditions in which Russian Federation can use nuclear weapons.

2. Guaranteed deterrence of potential adversaries from aggression against Russian Federation and (or) its allies is one of the highest priorities. Deterrence against aggression is enforced by the entirety of the military might of Russian Federation, including nuclear weapons.

3. State policy of the Russian Federation in regards of nuclear deterrence (further in the document: State policy in regards of nuclear deterrence) is a complex of political, military, military-technical, diplomatic, economical, informational and other measures coordinated with a single purpose and supported by the forces of nuclear deterrence to prevent the aggression against Russian Federation and (or) its allies.

4. State policy in regards of nuclear deterrence is defensive in nature and aims for the maintaining nuclear force potential enough to maintain nuclear deterrence and to guarantee the sovereignty and territorial integrity of the state and to deter potential adversary from aggression against Russian Federation and (or) its allies and - in case of emerging military conflict - to prevent the escalation of military actions and their cessation on conditions acceptable to Russian Federation and its allies. II. Nature of nuclear deterrence

Nuclear deterrence is maintained by combat ready forces and instruments within the Armed Forces of Russian Federation that is capable to inflict unacceptable damage to the potential adversary in any conditions with a guarantee, as well as by readiness and determination of Russian Federation to use such weapons.

11. Nuclear deterrence is carried out continuously in the peacetime, during the period of immediate threat of aggression and in war till the moment of nuclear weapon usage.

12. Main military dangers which could transform into military threats to Russian Federation depending on changing in military-political and strategic conditions (threats of the aggression) and which are neutralized by nuclear deterrence are:

a) Build up of conventional forces with embedded delivery vehicles for the nuclear weapons by the potential adversary on the territories and water areas adjacent to Russian Federation and (or) its allies.

b) Deployment of systems and instruments of missile defense, cruise and ballistic missiles of short and intermediate ranges, non-nuclear precision and hyper-sonic weapons, strike-capable unmanned aerial vehicles and directed energy weapons by states who consider Russian Federation as potential adversary.

c) Creation and deployment of instruments of missile defense and strike systems in space.

d) State possession of nuclear weapons and other weapons of mass destruction that can be used against Russian Federation or its allies as well as methods of delivery of such weapons.

e) Uncontrolled proliferation of nuclear weapons, methods of delivery and means of producing.

f) Deployment of nuclear weapons and methods of delivery on the territories of non-nuclear states.

13. Russian Federation implements nuclear deterrence against separate states and military coalitions (pacts or alliances) which consider Russian Federation as their potential adversary and possess nuclear weapons and (or) other weapons of mass destruction or considerable potential of conventional armed forces.

14. Russian Federation considers deployment by the potential adversary of the offensive weapon systems (cruise and ballistic missiles, hyper-sonic aircraft, strike-capable unmanned aerial vehicles), directed energy weapons, instruments of missile defense, of warning against nuclear-missile strike, nuclear weapons and (or) other types of weapons of mass destruction that can be used against Russian Federation and (or) its allies during implementation of nuclear deterrence.

15. Principles of nuclear deterrence are:

a) compliance with international obligations in regards of arms control.

b) continuity of measures to maintain nuclear deterrence.

c) adaptability of nuclear deterrence towards military threats.

d) uncertainty for the potential adversary of the scale, time and possible place for usage of forces and means of nuclear deterrence.

e) centralization of the state control over federal executive bodies and other organizations which are involved in maintenance of nuclear deterrence.

f) rational structure of forces and means of nuclear deterrence, as well as their maintenance on the level minimally sufficient to perform the assigned tasks.

g) maintenance of constant combat readiness for the selected part of forces and means of nuclear deterrence.

16. Forces and means of nuclear deterrence of Russian Federation includes ground, air and sea-based nuclear forces.

III. Conditions for the use of nuclear weapons by Russian Federation

17. Russian Federation reserves the right to use nuclear weapons in answer to usage of nuclear or other weapons of mass destruction against it and (or) its allies. As well as in answer to the aggression against Russian Federation with conventional weapons in case if existence of a state itself is under threat.

18. Decision to use nuclear weapons is taken by the President of Russian Federation.

19. Conditions which could allow Russian Federation to use nuclear weapons are:

a) definitive information about ballistic missiles launch that targets territory of Russian Federation and (or) its allies." [Crueldwarf: say hello to a officially proclaimed launch on warning policy]

b) usage by potential adversary of nuclear weapons or other weapons of mass destruction against territory of Russian Federation and (or) its allies.

20. President of Russian Federation have a right if deemed necessary to warn military-political leadership of other states or international organizations about Russian Federation readiness to use nuclear weapons or about already taken decision to use nuclear weapons or about nuclear weapon usage.

We dont go with launch codes as UK's to small that the idea that any feasible command and control would survive the first strike. So the PM writes or in Boris case uses crayons a letter of last resort if the Trident sub cant picks up the archers or any other comms the captain opens the letter.

Apparently through most of the cold war the 'merican military thought launch codes were a stupid idea to. Which they kind of are. So whilst training codes were things like 978C 7ZX4 the real ones were 0000 0000. No way obviously of knowing for sure now of course.

I personally am slightly more concerned about China and India rattling sabres at one another and Pakistan deciding to steam in. All have nuclear weapons.

I think it's more because there's a lot less exploitation to be found in a world where a large fraction of the world's cities and populations have been reduced to radioactive ash.

Putin wants his cold war back the escalate to deescalate is a particularly great strategy in no way can it go wrong.
