Nope. I meant exactly what I said.
I'm the same age as him and it was always pretty easy to get a decent job - even in my case with only a handful of O Levels.
I fully acknowledge the difficulties faced by the generations that followed.

Well they would be wrong.
I'm 4 years off early retirement on a company pension accrued over 37 years.
My concerns are generally fairly non-controversial and my priority is just how soon I can get to the beach.

There might be an equivalent Act in England and Wales, but - as Pickman's model says - the "(Scotland)" bit means that it is a specifically Scottish bit of legislation, and that particular Act will not apply elsewhere.

So Dow is guilty then, what is the punishment?

I don't know if Dow is guilty - I haven't seen his tweet(s) - but the legislation is pretty broad:

It does not have to be the Queen who feels "fear or alarm"

(b)the behaviour would be likely to cause a reasonable person to suffer fear or alarm, and
