Most clubs do it on previous attendance on previous rounds, but of course depends how sophisicated your club is at tracking these things. If there is no computer system in place then odds are you may have to provide ticket stubs or tokens from programmes or something.
If they don't even do that, then I guess it's a free for all down the ticket office on the day they go on sale.
For City tickets it will be 'Ambassadors' first, then ST holders, then previous rounds' ticket holders, then general sale.
