But we can reveal Mervyn Jones, below, who led the external police investigation at the time, failed to hand over files in his possession.
Despite being approached about the documents by the panel (HIP), Mr Jones did not pass on the 16 books known as “policy files”.
But after a criminal probe was launched into the panel’s findings Mr Jones, who is now under investigation, “voluntarily handed them over”.
The Independent Police Complaints Commission (IPCC) is currently assessing their significance.

As his alter ego Old Holborn, Robert Ambridge is responsible for a series of vile and offensive Twitter posts that have brought him death threats.
Thousands were outraged when Ambridge, who appears on his Twitter page with his identity disguised by a plastic pig mask, tweeted about the Hillsborough Stadium disaster. He posted a picture of two overweight women and claimed ‘this is what crushed the 96’.
Ambridge, 51, a recruitment consultant and father of six from Braintree, Essex, also made disgusting comments about the murder of James Bulger which deeply upset his mother. But an unrepentant Ambridge claims people who are offended by his comments have only themselves to blame.
‘It is not my responsibility what other people find upsetting. I didn’t target anyone. I didn’t send an email. They chose to read what I wrote. If they don’t like it, they should turn it off. I don’t care what people find offensive.’
Justifying his tweet about Hillsborough, he added: ‘This is dark humour. People might not like my humour but I think it is funny and it gets a chuckle.’
This week, the self-proclaimed ‘satirical terrorist’ will seek to justify his vitriolic internet posts in an ITV documentary called Fear And Loathing Online.

Mr Bettison, then leading West Yorkshire Police, claimed to be unable to respond to messages from his police authority two days after the report, as he had no mobile phone signal.
But now the ECHO can reveal the former Merseyside Police chief constable had been issued with a police phone, on which dozens of calls and texts were made that day.
So not just a lie, but a really stupid lie...

No mobile signal? That's sub dog-ate-my-homework stuff. How the fuck did he think that would stand up? Does he think he's invincible?
Of course he did, or a calculating liar, thief and cheat of his ilk would never have done any of those things.
And to be fair, the heads of our police services/police forces have historically been "untouchable"/fireproof, even when they've been obviously corrupt, inept, mad or any combination thereof.
That's right. It's he cynicism that gets me - rob the dead and then smear the survivors. I can't get my head around how the hell you could do that, but then I'm not a sociopath. That no-one had the decency to blow the whistle while it was going on says a lot.
