It's allowed when there is congestion. Somebody travelling under the speed lmimt in the outside lane is naturally causing congestion as soon as another vehcile is around.

I've always wondered why driving on motorways isn't a standard part of learning to drive, which is probably why there are so many people who don't know or understand lane discipline.
A lot of people think the speed limit in the outside lane is 20mph faster than the one for the inside lane though. Lots of dickheads will tailgate, flash lights and generally harass you if you're overtaking at 70 on a dual carriageway.
Those fuckers who get into the outside lane to pass somebody who's doing 69mph in the middle lane, then spend 5 minutes trying to overtake at 69.2mph, for fear of speeding, and wonder why cars behind them are flashing their headlights... Worse than cyclists!
If you're not driving a German car with over 300ps, you shouldn't be in our lane.

On 19 November, 2022, Mistry, driving a silver BMW near the Walton Roundabout, Milton Keynes, had "an incident" with a man in his 40s riding a motorcycle.
After what police described as a "non-verbal exchange" Mistry then began to try and force the motorcyclist off the road.

tbf, I do know why it isn't attempted murder, but it is quite clear that the definition of attempted is the thing at fault here.
Should be more along the lines of GBH committed in such a way that a reasonable person would expect that the victim could easily die as a result of the actions.
It's easier to prove murder because the prosecution only needs to show that the perpetrator intended to commit GBH for a killing to be murder, while for attempted murder it is necessary to show that they intended to kill them.Anyway, something to do with the extremely high level of proof required to prove someone had planned to carry out murder. Apparently it is easier to prove murder, because you have a body, than attempted murder so they often go for ABH etc. to guarantee a conviction.
