Where does it mention that it is connected to the mainland? Or that they are culturally in sync with North or South Italy?
A physical connection to the mainland has never been a determinant of the nationality of island regions. Are the Scilly Isles not part of the UK? What about the Isle of Wight or any of the other scores of islands off the English and Scottish coasts?
As far as being culturally “in sync” is concerned, they speak the same language, eat (broadly) the same food, have the same education system, have representation in the Italian Parliament, are home to over 50% of Italy’s armed forces, and their residents hold Italian passports. I’m not sure how much more cultural synchronicity you need.
