Well yes - and of course it was the Blair government who first brought him in to welfare in the first place, and Brown ended up implementing most of his suggestions (the WCA, getting firms to find people work at an increased cost and worse performance when compared to Job Centres etc).

I think it was more that he was ambushed with it - had they had any time to prepare he would probably been given the Labour proposal / their history with Freud's welfare reform with which to throw back in Miliband's face.
