So is he a nutter who needs treatment or an evil man who needs punishment?
I don't think he was in his right mind for the simple fact that he sprayed urine on things. Urine is largely sterile and fairly harmless. It seems more like a dirty protest than a serious attempt to infect people with anything. But saying that - is it society's place to treat and define what our personality should be, or do we just punish infractions of the law?
