He was visiting Worcester with his wife to do some Christmas shopping on the fateful day in 2016 when his Nissan Qashqai was clocked at 36mph on New Road.
A couple of days later, Mr Keedwell received a notice saying he had broken the 30mph limit on the street and would have to pay £100.
Asked his reaction, Mr Keedwell said: “Incredulity. I was pretty certain I hadn’t broke the limit.
“I have only had three or four tickets in more than 50 years of driving.”
