No, gendarmerie are part of the French military ( although they come under ministry of interior direction under some typically French Byzantine governance structure). CRS are civilian police although they just do that public order stuff and are’t in the same organisation as Police Nationale, who are also civilians but not national...
The Gendarmes do have the Gendarme Mobile which looks like the CRS but also includes some of their SF equivalents. The Gendarme mobile also guard the nuclear test sites off Tahiti.
