Given how many people would need to be involved, or the amount of time it would take, or both - wouldn't the risk of detection be just too great?

No here's a funny thing - the company that was in charge of security for the World Trade Centre was also in charge of security for Dulles airport (from which flight 77 took off) and also United Airlines! A curious coincidence.
An even more curious coincidence is that Marvin Bush, George Bush's brother, was on its board of directors.
