Just imagine an emergency plumber being called to what he has been told is a flood & then gets "pranked" How would you think he would react? He certainly would not fix a dripping tap. He would be paid regardless because he is on call & has been logged for the job.

If you are a council tenant & have a legitimate reason to call the emergency plumber then the council foot the bill. I presume it is the same with HAs. One the extended youtube clip the pranksters are warned that they will have to pay if it is not an emergency and is a containable leak.Why not? If it's a legit callout the council picks up the bill, if not the caller pays.
