Isn't every smart motorway supposed to have full CCTV coverage. ( I am not sure if it happened on a smart motorway.The M25 used to have 100% Cctv coverage, would imagine it still does. So if that is what happened it should be on at least one camera. Your friend would need to make a complaint to the rozzers of careless and inconsiderate driving against the lorry in order that they investigate the RTC. Which they may or may not do. If they do then the police collision investigation report will be available to their insurance company for a fee. I’m not sure if Highways release CCTV to insurance companies without a police investigation, but the insurance company would know.
