You say that one of your main concerns about anarchism is that fact that if there were no government, someone with a brain defect or bump on the head could try and kill your children. Do you really believe that in our society, someone in that situation would be put off doing so by the fact that it's illegal? Most of us know that we're not put off killing people by the law, but the fact that we don't want to.
Also, your concerns about the mentally ill (for want of a better expression) are ill-informed and smack of the kind of headlines we see in the Daily Mail et al. The most recent research on issues like this shows that even if someone does have a genetic 'brain defect', as you put it, it is societal factors which trigger off any unpleasant actions. These may include stress, lack of community support, discrimination; all the kinds of problems which grow out of a society where everyone is out to get what they can.
