64, 65, 66: mid 1960s. Velvet Underground founded: 1964. So, in the early 1960s by your defintiion, in the mid-1960s by my definition.
[Added in Edit]. Decades begin in year numbers ending in "1" and end in year numbers ending in "0". The first decade of the Common Era began in 1 CE.

I LOVE WISHBONE ASH'S THE ARGUS ALBUM i don't care who knows:

Clearly The Argus is classic, bit ive also got quite into their later divorce and cocaine smooth melodic rock era.... check this (AMAZING cover art too)
