Either way, I don't think that counselling necessarily works if a trauma occurs and you are quickly offered counselling. He might have gone for counelling when the time was right, and when he had reshaped his life, somewhat. Might have taken a few years.
Sometimes when there has been some kind of disaster TV viewers are instantly informed that the victims / bystanders were offered counselling.
I think my answer is that it all depends. No rights or wrongs.

I think some of the comments have been a bit twattish and the ones saying shit like "he should dealt with it better" are actually aping right wing moralistic idiocy. I mean the guy was a traffic cop hardly the jackbooted leading wedge of the ruling classes attack dogs.
On the matter of the government winning the argument on workfare, what planet are you living on, they are all over the place, throwing out smears and disinformation that no one is buying. Unfortunately the tragedy of Roaul Moats actions and their fallout even as echoed today cannot escape the grounding in a kind of surrealistic media bubble.
