No, murder in England and Wales requires intent to kill or commit GBH.
But death to be a 'virtual certain consequence' of the action, which it could be argued kneeling on someone's neck for 9 minutes, qualifies. But yes, it's clear why he's not being charged with first degree murder.

Septics use something very much like a paint ball gun to fire things like paintballs but that contain indelible ink or paint. They also fire pellets that contain CS or Pepper Agent and solid rubber pellets.

These are fired from conventional firearms in training environments to help in training and formative assessment.

Because of the danger of ‘having someone’s eye out with them’ and the massive risk of getting weapons loaded with these mixed up with ones loaded with live rounds so riskIng killing someone you wanted to paint or painting someone you wanted to unequivocally stop you wouldn’t use them in a live environment unless you were completely crazy. So it’s just a matter of time before the Sheriff’s Department in Buttfuck Arkansas does just that I guess.

On the more thinking US cop sites, and their comments, which either normally ( how fucking sad there can be a normal) either go silent or come out with a wait and see message there is an overt anger against the four cops involved with a massive clamour for them to be charged. Don’t know if this marks some kind of turning point or just a reaction to the blatant callousness of this case.

All four now sacked. I don’t know if the yanks have the equivalent of the ‘barred’ list to stop any of them getting jobs in law enforcement again if they don’t all go to prison.

It also seems that both the killer and the victim worked as bouncers at the same bar. Not sure yet if they knew each other or not.

There are something like 70,000 law enforcement bodies in the US plus thousands of private security firms. If they are acquitted or after they leave prison I doubt they'll lack for jobs
 
I'd have to see their manual. Most states ban choke holds of various types. If Minnesota doesn't ban it, that's highly irresponsible, at best.

Don't get me wrong here. I wouldn't be the least bit surprised if he and his buddies walk. People tend to side with the cops when an action is in question. There's a presumption of it being a tough job that requires quick decisions and that they should be given the benefit of the doubt. Sometimes there's people on the jury that wouldn't convict under any circumstances. We'll have to see how this plays out.
Following a period of observation of similar police behaviour in the US, one wonders if 'violent racist cunt' is a required CV entry when applying to join the police.

It clearly looks like a valiant attempt to add as much mitigation as humanly possible to me.
Most of the American population has what could be termed to have coronary heart disease. Narrowing of the arteries by a fatty buildup is incredibly common (especially in men). At a mere age of 46 I doubt it was significantly bad to yet be a health issue.
Hypertention Is just high blood pressure. Once again I’d be extremely surprised at his age if it was a significant risk of death level condition.

Finally alluding to possible substances without any evidence of actual substances. Heck the autopsy might as well had suggested vampires might have contributed even though he didn’t test positive for vampires.

I used to love visiting the US, but the more I see of what it has become the more I want to stay away from it.

There's no wonder people are less trusting of the police when you see what they do to people, and how they get away with it.

Atlanta is a bit of an American exception. They have this thing called The Atlanta Way which has roots in Martin Luther King Jnr etc. and is all about ‘peaceful civil rights’ dialogue being built into all levels of Atlanta society from bottom to top. However, even The Atlanta way is finding itself at stretching point over this. Which says much about how the fight against racism is still moving too slowly.
