Is it just with celebrity sex offenders or sex offenders in general? Genuine question - I don't know.
In my experience? I'd say in general. We had a sex offending teacher at my middle school - never convicted for any offence regarding the kids he abused at the school, was convicted of another offence outside of the school. Everybody knew. Even now, I don't think anyone has said anything. It wasn't just sexual abuse either, his cruelty and need for power knew no bounds.
 
Watkins: 35 years (29 years prison + licence provisions)
Mother A: 14 years
Mother B: 17 years
 
The women got 14 and 17 years. He gets 35!

29 - 35 including licence provisions. Don't know what that means.

The EDS [Extended Determinate Sentence] consists of a custodial term, which should reflect the seriousness of the offending; followed by an extended licence period which is determined by the court on the basis of what the court considers "necessary for the purpose of protecting members of the public from serious harm." However, the extended licence period is limited to up to 5 years for a violent offence, and 8 years for a sexual offence.
