That'd be councilism (as opposed to council communism). Councilism is all about the form of workers' councils, without necessarily having the revolutionary communist content. Also, council communism is anti-party and sees the workers council (soviet) as the revolutionary means of organisation, etc... blah blah... see, I'm already starting to go on a bit
