I think businesses can be metered but not people. Water should be free everywhere (imo), fair enough paying something to the infrastructure and it does go to infrastructue here. You're being robbed for yet another thing
Individuals can be metered in Scotland but they need to apply for a meter and pay the installation costs themselves.
Also, IIRC new-builds are now required to be fitted with meters from the-off, although few if any are actually read, yet!
There is also a contingency where people can have a meter imposed on them if Scottish Water become concerned that they are using far more than expected for their family/dwelling size and they have powers of entry to come and fit one - but that is a very rare thing to happen.
The typical Scottish metered customer is someone, usually on their own in a higher-band council tax property who doesn't use that much water but is still liable for the higher-rate annual charge - which is linked to their council tax band. Moving over to a meter can mean they pay significantly less but Scottish Water do warn them that if they do go over to a meter, then they can't go back if they turn out not to be saving anything. They then pay a 2-stage charge, made-up of a standing charge for the infrastructure and a volumetric charge for the amount of water actually used.
The last time I read anything about it, the number who had gone-over to meters in Scotland was still only measured in the hundreds.
