Drug addicts paid £200 to not have children.

The don't exist purely in the abstract. Does our society not encourage parents to only have children when they are in a position to provide and care for them now? :confused:
what do you think? how would you answer that question?

yes, but we don't enforce this by legislation or govt fiat, and 'encourage' is a very vague, so-woolly-it's-almost-meaningless kinda thing.

I think that there are huge number of things which are principles of our society and which we, one way or another, formally or informally, officially or unofficially, encourage citizens to do (or not do) without using legislation or government fiat, or at least not using them alone.
