they have to either form a coalition with labour or conservative, or agree to not oppose the conservatives in forming a minority government without them.

either way, if labour won't do a deal, then that leaves the lib dems with no real option other than to side with the tories one way or another.

or they could vote the government down, but that's basically scupper every arguement they've ever made about the need for PR, and coalition government etc so it's very unlikely to happen.
