Yuzhou: Second Chinese city forced into Covid lockdown. This is how China does it.

In general, a few cases does not lead to a citywide lockdown even now. Usually an outbreak is first met with contact tracing and isolation of contacts (and now contacts of close contacts), as well as more localized lockdown of housing communities and increased citywide restrictions (but not full lockdown). It does seem like smaller cities and towns with less developed infrastructure are much more likely to rush into a full blown lockdown for a few cases, whereas other places like Shanghai for example will not.
