i can feel a letter to cats protection magazine coming on.
there's going to be grey areas - i'm sure there wasn't an intention to criminalise a situation where someone takes an apparent stray to the vet for repairs, or lets an apparent stray move in for a few days.
if a stray does move in with you, then i think there's a moral obligation to make some effort to find out if kitty does have a home, which would include taking them somewhere (vet? cat rescue place?) to see if they already have a microchip, rather than just letting them stay.
not sure if old bill are going to make an effort in those circumstances to prove that kitty has been living with you and that you are 'owner of unregistered cat'
Which is kind of what I mean about it being unenforceable - although if it were enforced, the results of that could be quite nasty (like the intrusive way the DWP sometimes goes to lengths to sanction people).
All of that makes it a bit of a nonsense with no benefit to anyone except potentially the recipient of any £500 fines that get meted out - which I imagine will be like driving fines, pay up within x days or the amount will increase, rather than we have to prove your guilt beyond reasonable doubt.
