OMG, this is a massive topic of debate in my family. I would call it a German biscuit. I've heard -- and I've no idea of the truth of it -- that they started to be known as Empire biscuits for patriotic reasons in WWI. And that seems the more predominant term these days.
My BIL calls them Belgian biscuits which is ludicrous but then he's from Dundee and they have all kinds of weird words for stuff there so .
