if you stand for election to parliament, you have to put up a sum of money, a deposit if you will. the election authorities look after it during the election.

to get your 'deposit' - the money - back, you have to get above a certain proportion of the vote. with me so far?

ok. if you fail to receive that proportion of the vote, then you lose the deposit. if you lose yr deposit, then the election authorities keep the money. it isn't like candidates who lose their deposit drop it in the street or put an envelope containing it in the bin.
