Not convinced in house IT security would be any better, likely much worse imo.

possible but don't you add the probabilities of each getting hacked plus transferring information between them? If in house then the information shouldn't be going anywhere else?

Maybe - but not sure I trust the Met to be any better at this than a private company and suspect they’d be much worse.

The Met did formerly do this particular task for a very long time and it really was much better as an internal process - people just had to book an appointment at one of a number of sites and they would get a new or replacement card (on promotion etc) printed there and then.
