He always looks so completely bungling that I imagine him stepping backwards without looking behind him and tripping over people who are shorter than him all the time. He strikes me as the type. Also, he's a cunt.

I mean, I'm definitely not saying that it's the worst thing that he does, just that I can definitely imagine his wife asking how his day was, and his response being something along the lines of 'not very well. I spaffed 23 million on shit ankle tags, then I tripped over my secretary and spilled my tea on a small child'.
 
If you accept the Tories see public money as a big bank to be robbed and the democratic system of checks and balances that reins them in is a bad thing (and undermining the public’s faith in it is a good thing so they become cynical and disengaged) then he’s actually incredibly good at his job. Grayling only tried to claim this was the motivation when the policy came under fire (despite a lack of evidence to support it).

The original justification was that a move to a new system of "incentives and earned privileges" would be undermined by the ability to receive "unearned" books from outside. I'm sure it was just coincidence that this move would also reduce overall operating costs.

No doubt this will be rationalised as better than the utter chaos Labour would have mis-managed.

Grayling should be the first client of the renationalised service after he has served a long prison term.
