Business rates are chargeable on empty property in most cases. I think you get three months for free.

So his solution is Tanzania? But this would be even more expensive (unless i've misunderstood his genius) since those succesfully applying would then be flown back to live here. If it’s empty you get no rent and have to pay rates. If you rent the shop to a ltd company that doesn’t bother selling any thing and dodges the rates you are quids in.
