Cartoon/cartoon character identification help please?

OK.
I just got a text from my sister saying that this bloke had just walked in to her office and he really reminded her of a cartoon character but she couldn't think who it is.

She thinks it is American, not very very little kiddies just kids, a boy with thick brown hair, a round face and glasses and maybe a dog too.

I know it is not a lot to go on, especially considering she may be wrong on one or more of the aspects

Oh, it isn't Doug by the way, she already looked him up.

I think I know what she is talking about but I can't find it either

Apparently it is a similar cartoon style to Arthur
