What's with those tops with holes in?

They look cool. I saw a tattoo pic similar to the first one. Wouldn't like to be tripping when I saw someone in one though I might feel as if I may fall down it.

There's one in my office. In the old days when I used to have to go there every day, I used to have to creep nervously round the edges of it and not look down.
