A 32-year-old man has been charged as part of an investigation into a car crash that killed three people.
Shane Loughlin from Rumney, Cardiff, will appear at the city's magistrates' court later on Tuesday charged with dangerous driving and driving while disqualified on the M4 on 3 March, 2023, South Wales Police said.
The car crashed in St Mellons, Cardiff, later that night, killing three people.
The charges are not related to the collision, police said.

He wasn’t in the car when it crashed. He’d gotten out earlier.

Whilst investigating the entire incident they uncovered garage forecourt footage of someone else driving the car into the garage but he got into the car afterwards and drove it away.

So they have evidence of him driving when legally he shouldn't be.

Magistrates were told four videos from Loughlin's mobile phone were discovered indicating he was inhaling something from a balloon.
At times he had one hand or no hands on the steering wheel as he was travelling along the M4 at speeds between 80 (123km) and 90 miles (145km) an hour.
The court was told mobile phone videos showed the fuel low warning gauge and the seatbelt signs were both illuminated.
At 22:18 GMT, the court was told videos showed there was loud music playing and the car crossing the white line in the middle of the road.
 
Doubt the IOPC while have much to say on the delayed searching. but let wait and see,

also waiting to find out who found them, cos it wasn't a dog walker for sure.
 
Reading that article it links to another article and he was stopped drink driving, and without insurance again a few weeks ago at 4am.

Falsifying statements alleged too!

A police officer is being criminally investigated for allegedly falsifying their witness statement after a car crash when three young people died, the police watchdog has said.
Seven Gwent Police officers have now been served misconduct notices after the incident in Cardiff in March 2023.

Two officers have been handed gross misconduct notices concerning whether or not they carried out searches of the homes of two of the people reported missing.
One of these officers is also under criminal investigation for allegedly falsifying their witness statement.
Another two officers have been served notices over their handling of missing person reports, one officer for potential misconduct and another for possible gross misconduct.
One officer has been served a notice for potential gross misconduct concerning their face-to-face communication with family members at a police station and how they dealt with the information received.
An additional two officers have been served misconduct notices over alleged remarks made at the collision scene.
