Thomas Orchard was a fit and physically healthy 32 year old church caretaker, living independently in supported accommodation at the time of his death. He had a history of mental ill health and a diagnosis of schizophrenia. On 3 October 2012, he was arrested and detained by Devon and Cornwall officers in Exeter City Centre following reports of his bizarre and disorientated behaviour.

He was transported by police van to Heavitree Road Police Station. Upon arrival, in addition to the triple limb restraints applied, an Emergency Response Belt ("ERB") made from a tough impermeable webbing fabric, was put around his face. The ERB remained held around his face as he was carried face down to a cell, where he was left lying unresponsive on the floor. By the time officers re-entered his cell, Thomas was in cardiac arrest. He was transferred to hospital and pronounced dead on 10 October 2012.
 
Not surprised by this and glad there are still some journalists with ethics out there who secured and released this video.

This (above) is the Late Pamela Turner, 44, a mother-of-two and grandmother-of-three, who has been identified as the woman who was shot and killed by a police officer in Baytown, Texas, yesterday.

According to the police, Ms Turner struck the officer in the groin with his own Taser, shocking him. In response, the police officer fired multiple rounds at Ms Turner, striking her at least once.

The officer, who was described as Hispanic, has been placed on paid administrative leave.

Ms Turner's sister, Antoinette, said Ms Turner had two children in their 20s and three young grandchildren.

The sister also revealed that the Ms Turner had been taking medication for schizophrenia.

According to Antoinette, the officer who killed her sister was Turner's neighbour in the apartment complex and she had previously complained about his harassing her.



In the video (see above) circulating on social media and widely available on the internet, including on news websites , Ms Turner is heard saying, 'You’re actually harassing me' and 'I’m actually walking to my house.'

They handcuffed him for six hours and seized tens of thousands of dollars of his equipment along with his confidential work material. They had one goal: to learn who had leaked a police report to him about the death of longtime San Francisco public defender Jeffrey Adachi.
The San Francisco raid was a stunning intrusion on press freedom, similar to what we see in autocratic regimes. Legal experts believe it is also a violation of the California shield law, which protects journalists from being forced to reveal confidential sources. What happened Friday threatens to have a chilling effect on confidential sources who share critical, newsworthy information with reporters.
...they did it with the consent of two San Francisco Superior Court judges, Victor Hwang and Gail Dekreon, who signed the warrant. There had been some speculation that the judges had not been told that Carmody was a journalist protected by California's shield law, but according to San Francisco Supervisor Sandra Fewer, quoted in the San Francisco Examiner, Police Chief William Scott told her that the judges knew Carmody was a credentialed member of the media. In fact, Carmody has a press pass issued by the San Francisco Police Department, which is not easy to obtain.

Amid Backlash, Phoenix Refuses to ID Cursing Cop, Family Files $10M Claim

Video of the May 29 encounter with Phoenix police near 36th and Roosevelt streets show several Phoenix police officers, some with guns drawn, surrounding the car of the couple and their two young children. It's unclear what preceded the encounter, but Ames said it all began after their daughter walked out of a Family Dollar store with a doll.
In the video, officers can be heard screaming and cursing at the couple in front of their children to "put your fucking hands up." One officer can be seen pointing a gun at the car with the children inside, while another can be heard saying, "You're gonna fucking get shot!" At one point, an officer slams Ames' face against a police car, then kicks his legs apart. Meanwhile, another officer attempts to yank Harper's 1-year-old daughter out of her arms.
"The first officer grabbed the mother and the baby around both of their necks, and tried to take the baby out of the mother's hand. He told her to put the baby on the ground, which she was unwilling to do because the baby could not walk, and the ground consisted of hot pavement," the notice of claim states.
Phoenix police commented to ABC15 (KNXV-TV) that the officer who cursed, threatened, and roughed up Ames is on a "non-enforcement assignment." The other officer who pointed a gun at Harper and her children inside the vehicle remains on patrol.
Ames alleges that Phoenix police approached him because, unbeknownst to him, his daughter had walked out of the nearby Family Dollar holding a doll from the store. Someone at the store told an officer on security detail that his daughter had stolen from the store, he said. He also said that despite being detained for a time in the back of police vehicles, both he and Harper were not arrested or ticketed.

Edit: I followed the link under the tweet to the original claim filed by the family, and it's grim reading - totally consistent with what you can see in the video. Looks like it wasn't the shop that phoned the cops on the little girl who took the knock off Barbie without paying, unbeknownst to her parents. It was an "anonymous alleged witness." :mad: I'd bet the family farm on it being a white Trump acolyte who'll never be identified, but no doubt delighted by the outcome of their tip off.

Seems Savage was acquitted in July 2018 of assault, damaging property and possession of a bladed article, but has just been found guilty of gross misconduct at an MPS hearing.

And the punishment?

Oh, there's no punishment, because Savage left the cops “so will not face any disciplinary action”.

In what "scenarios" is this acceptable?

I think I would like to know, if this is a "technique" (ooh, sounds so artistic and harmless), how often has this "technique" been used in the last, say, ten years, by this and other police forces, and how often upon white men, white women, black men, black women, Hispanic men, women, etc.

I haven't seen any official news reports saying the shooter and victim knew each other, but some posts on social media are including this photo, purporting to be of them together.

She was initially charged with manslaughter, posted bail and went home, but the charges may be upgraded.

The witness has been identified only as Bunny and has stated that she recorded Guyger on her cellphone after hearing the fatal shots and Botham asking Guyger why did you shoot me. That video was seized by prosecutors and has not been seen by the public. In addition, she was placed under a gag order by the prosecution and cannot discuss the details of the video in public. Despite the fact she was only a witness to the shooting, she has received death threats and now she says she has been fired from her job.

According to her, people began contacting the pharmaceutical company where she worked claiming that she was a radical, anti-police and a Black extremist. As a result, she claims the company did not want the publicity and fired her as well as revoking the credentials of her profession.

A teenager was put in handcuffs and surrounded by officers when his phone died and he couldn’t tap out at Oxford Circus. Photos have emerged showing three transport officers grabbing the 18-year-old’s arms and arresting him after he tried to get through the ticket barriers on his way to work. A former youth worker saw what was happening and confronted the officers, asking them why they had to detain him for such a minor offence.
Shareefa [a youth worker] told Metro.co.uk: ‘He was obviously under a lot of stress having just come out of a hot train at rush hour. ‘He wasn’t thinking straight and showed them the wrong card he’d used to tap in.’ The boy was placed under arrest on suspicion of fare evasion and officers began searching through his bags for an ID...
The youth worker stayed with the boy for 40 minutes until the police finally let him charge his phone, which showed he had paid, and they let him go.
She said: ‘There was no need for three officers to manhandle him and put their hands on him.’ She added: ‘I’m sure if it was myself or a white person, it wouldn’t have escalated like that over a ticket fine.'

I have never felt the need to pay for anything with my phone but imagine this will be an increasing issue, especially on long tube journeys or getting delayed.
