I guess maybe orders might be "don't engage, don't help" or something, but it's still a particularly weak version of an already weak excuse.

dunno, kneeling cops changes nothing, if sincere then they need to address the behaviour of colleagues and challenge how they are expected to operate rather than token gestures. Similarly those saying ‘it’s not a black vs white issue’ reads to me like saying everything is fine, structural racism doesn‘t exist and all we have to do is call out obvious racists on Twitter or something.
