Most likely the police were collecting stray bricks into their truck to prevent them being thrown but then why are they taking them out and counting them in a little pile like that?

Oh, I know. But part of the issue in the U.S. of being black is that you're also likely to be poor? So if you're brought up in a wealthy family you're probably shielded from the very worst of racism? If you try to stop your mate being killed by a cop by smashing a fence post over their head, I’d imagine you’d be imprisoned for a long time.
