How can we guard against the Military Industrial Complex?

When Eisenhower said "we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex" in his final speech to the American people, he really meant it.

No one listened.......................and it grew and grew,

so what should we do now, or is it too late, or was he wrong

The military industrial complex in the US has been around since the American Civil War. It is a part of the US government no less than the three branches. You cannot guard against it.
