I was in the City at the time of both those bombings, saw people who had glass blown into their faces etc -which by the way is an awful sight - in the days after each I personally know of people who because of their accents were attacked - which in the case of a friend of mine, a certain MIchael O'Leary - 3rd Dan Karate, was a very big mistake!!!. The witch hunt that created the atmosphere for things like the Birmingham six to get convincted meant pretty much ALL irish people in the UK were nervous.
AS for the who, pretty much anyone. People, including 2 young girls in the Baltic excahnge bombing, died. It was never just economic and I certianly met people from all walks off life, who were up for a bit of violence against pretty much anything Irish> If the campaign had been any bigger the reaction would have been severe

I think your trying to rewrite history here...the major leaders of Londons financial institutions inthe days following the Bisphopgate bombing explicitly told the government of the day they WOULD relocate lock stock and barrel..if such an incident occurred again..the government had to step in and act as an insurer of last resort... lastly dont take my word for it.. read the memoirs of the Met officer Iin charge of the inquiry...who described it as a game changer....which would lead to political dialogue

I stand by my point (95% of my extended family live in Derry and I know all about the physical horrors caused by the troubles ) I also grew up in Acton and Hayes , two very working class areas of west London during the 70s/80s. Old man , worked loads of manual jobs there, has a Derry accent, and I would have known about any fear /intimidation. the bombings were frequent ; I still remember watching balcombe street .
I never felt fear at my comp, or once had 'irish anything ' said to me, despite an obviously Republican surname; a school that often had NF paper sales as we left.
