The other issue unexplored by those who regurgitate these "talking points", is the demography of places where there have been incidents. Wuppertal's community includes Muslims of several different origins, as well as recordedly (SOS Racisme and Human Rights Watch) a healthy neo-Nazi presence with links to fellow-travellers in other European states.
Without knowing the demography, we don't know the origin of the anti-Semitism. Sure, in the French case, we know that a mentally-ill French Algerian was involved, but we don't know why, or what influenced him, and assuming that he's a Muslim, and that he did it because he's a Muslim, or for any reason other than being mentally-ill is fatuous.

About 5 years ago, there was (IIRC) an "anti-Semitic attack" in Hackney, that turned out to be a group of Jewish-American tourists taking umbrage at some brown youths hanging around, and making pointed remarks about them. The "anti-Semitic attack" turned out to be the youths responding to the harsh words, with harsh words of their own, plus a few quintessentially-British hand gestures. The CST blew this up into a full-blown attack, and were quite embarrassed when CCTV pretty much bore out the youths' side of the argument.

But for something like the board of deputies to issue even a mild criticism of Israels actions would require such a huge cultural shift within the organization I'm not sure it will happen in the next 5 years

These are the same people who counselled British Jews to jsut let Mosley get on with it, before and after WW2.
