Seriously, this is a fatally misguided policy that almost sounds as if someone at ACPO has been indulging a little too much in the glue cabinet.
Beyond a certain rank - pretty much covered by ACPO - the job could concieveably be done by someone brought in from business / other parts of the public sector. I wouldnt suggest that this be the case - someone in command should at least know what its like at the bottom - but it could conciveably be done.
What they are suggesting however is that people be brought directly from outside into the ranks of sergeant and inspector. Both these ranks have a massive role in policing - not only in terms of leadership, but also in legislative terms (PACE especially). This is not something that can be taught in the classroom - probationers take most of their two years to understand what being a PC is about, which is much less complex - and its not something you can pick up on the fly.
All that of course pales before the almighty slap in the face it will be to all those black, asian and female officers who have worked damned hard to pass parts I + II of OSPRE at both ranks, and who will immediately be labelled as tokenist were this to come to pass.
If an individual or group motivated in the way we are lead to believe then there is no stopping terorists. It would be all to easy to cause desruption, death and fear with little chance of being caught and if these people aren't arsed if they get killed the possibilities are limitless.
I don't deny they exist but if these extremisits were as wide spread as the media would have us believe there'd be a bomb going off every ten minutes. Looks to me like it's over hyped, badly managed and being convieniently used to justify more powers for the state.

i thought the topic worthy of further discussion in the light of developments in the meantime, and instead of starting a new thread i felt an old one would suffice.
