Gill was a vile man who raped his own daughters. But when this statue was commissioned and paid for, that wasn't known. IIRC it only came out after Gill's death. Now, lots of things are being read into the statue that frankly I don't think are really there. Christ. The vast majority of BBC employees are not abusers and have no say in things like maintenance of statues and (going by friends and associates) are horrified by such people as Gill. Also, there are many who never heard of him until the controversy resurfaced. There are strict guidelines in place to safeguard minors. It's not some pizzagate cabal.

Can't believe this actually has to be pointed out and that the hysteria is reaching Brass Eye levels.

I'm pretty sure Gill knew about it at the time. And reportedly the BBC who'd wanted a flappy-winged Ariel as a visual metaphor for broadcasting were a bit shocked at the statue they got, but it was allowed because Gill was a respected artist.
