Yup... tis probably quite frustrating for at least some people in power over there too - I'm sure there are people in the Pakistani govt and legal profession who'd be very keen to, for example, remove their blasphemy laws but the potential for backlash is just too high... There was the case recently where someone was accused of blasphemy and no lawyer initially wanted to touch the case for fear of reprisals - the one lawyer who finally did take the case was openly threatened in court by the prosecution and later shot dead in his office.
I'd presume that attempts to change the Diyya system which seems to get abused in honour killings might also be risky business for politicians/lawyers proposing it.
