Ultra Low Emission Zone (ULEZ)

it needs to be phased - they can’t piss off too many people at once

A risk for Sadiq having the outer zone come in after the mayoral election. Although if he is re-elected then it makes it pretty bomb-proof politically.

it makes sense to apply it to the area with smallest richest population, demonstrate the benefits and then apply it further.

And also combined with a government funded contribution towards a buying a cleaner car. Many countries in Europe hold regular schemes whereby they contribute 1 or 2 thousand euros towards a new vehicle if you surrender your old car. They generally are very successful campaigns.

For work vehicles like vans - maybe.

For cars? No way.

So this is happening in a few days, or at least the extension of the zone out to the North & South Circular (but not actually including either road).

I found out Bath also has one of these too. Likely coming to a town near you soon as well I would have thought.

Bristol, Brum and Portsmouth too, I believe.

I am surprised distance based charging has happened or at least talked about much more already.
I gather the technology to impleement this has existed for a while now.

The more cameras they rollout the easier this will be.

Assume you’d need to buy something which attaches to your car and records time/location/distance ?

From the statement -

The Mayor will say in his speech that the long-term and fairest solution to these challenges will ultimately be smart road user charging. This would enable all existing road user charges, such as the Congestion Charge and ULEZ, to be scrapped and replaced with a smarter, simpler and fair scheme that charges motorists on a per mile basis. This could allow for different rates to be charged depending on how polluting vehicles are, the level of congestion in the area and access to public transport.

Sadiq Khan has asked TfL to start exploring how this concept could be developed, however TfL is still many years away from being ready to implement such a scheme.

Something like average speed cameras and congestion charging ones

All possible with black box recorders in cars, which if you could make compulsory for driving on the public roads, would allow all the clutter and expense of roadside signage, cameras and so on to be got rid of entirely.

I doubt it. Even the DLR has signs.

ULEZ expansion announced

It's going to hurt but better in the long run. Goes live 29th Aug'23
We wouldn't be in this mess if BoJo, when mayor, had addressed the pressing issue.
The Greater London Authority (GLA) Conservatives described the opposition as "overwhelming" and "staggering" and criticised the mayor for pushing ahead with the plans despite the public response.
