No need, turn Northolt in to a satellite of Heathrow, if the demand for extra slots is really there.

Northolt actually operated in just this fashion for a decade or more till the mid 50s.

In fact, this is an interesting read - With the proposal for this new airport, it seems that despite the Heathrow land-grab during WWII, some aspects of the 1939 plan for four major airports spaced around london may have come back to life.
