That mural was been updated (twice) to reflect the changes in the area.
The artist even got the original subjects to repose. Baby became a toddler. Toddler became a teen etc.
Pic shown is the latest version.
At least it was when I visited it in 2016 & 2021.

The art works are commissioned from street artists from all over the world, so I guess it's up to them to decide how their work is defined.
